We will modernize, redevelop, and expand Ninoy Aquino International Airport to decongesting the four terminals. This we will do by increasing capacity in both airside and landside facilities, facilitating faster movement between terminals, and improving passenger experience and comfort. We will do this in phases: We will immediately renovate existing airside and landside facilities. On years two and three, we will relocate and replicate existing facilities, construct a new terminal, and enhance parking facilities. Passenger terminals will be enhanced, additional parking facilities built, and a rail-based people mover system (PMS) constructed to connect the terminals on years three to nine.
